It's typical modern day American politics. He's most likely ordering the review to placate the far right base, show that he's doing something to address their "concerns". If anything comes out of it or not is yet to be seen.

Yeah, Bears Ears (mostly in NM but some in UT) is load with extractable minerals, and a National Monument status protects most of it, which the legislators in Utah (in the pocket of the extraction industries), yell about. A lot.
