It's really just a draft, so not in final form. It's pretty vague, mainly deals with "national sentiment". Maybe they'll leave it vague to give the authorities a free hand. It could be really bad interpreted in certain ways, like all Western clothing. People in China dress fairly modern. Returning to Maoism would be a tragedy, I could see something like this causing riots.

It’s a CCP pattern to make everything vague, that way they have a “justification” for picking up anyone for any reason.
