Sorry but it doesn't work the way you think it does. Officers can't just shoot a guy that has not been reported to be armed, doesn't show they are armed, and is not violent. Did he run at the officers? Why did the officers fear for their lives? He was running AWAY from them.

A criminal that is running away is not harmless. They pose a danger to everyone else in the area. There is nothing that you can say to justify this thug's actions, nothing.
