The reality is that just like other countries in the region, South-Korea and Japan for example, the country´s geography does not allow for much agriculture. For North Korea, it is just 14 %, that are arable and used for agriculture. Comparison: USA: 69 %. North Korea´s population density is significantly above the USA´s.

North Korea quitted its nuclear program in exchange for food that Obama never delivered. The program has been resumed.

In order to end the food shortages, permanent imports would be required. Neither is their currency of any value in other countries, nor do they have forex. Advanced companies are sanctioned by the US. They can´t create forex.

After Obama did not send anything he canceled the agreement after North Korea launched a missile. Why can´t North Korea have a space program? Why can´t the countries resolve their disputes?
