An 11-year-old girl slashed in the head by an apparently homeless maniac was left “showered in blood” by the attack and is “lucky to be alive,” her mother fumed to The Post — while demanding the career criminal who hurt her be put behind bars.

The fiend — who has a lengthy rap sheet — knifed the youngster in the back of the head and cut her ear as she walked down the street holding her mom’s hand, authorities said.

In the past, violent criminals who couldn't be locked up because of their mental illness were put in secure involuntary facilities where they were kept off the streets and away from the community.

All those facilities were closed back in the 1980s because, after seeing "One Flew Over the Cuckoo's Nest", we came to believe those facilities abused their patients.

It's not a coincidence that this country's homeless problem started at the same time.

Fast forward to today, judges are reluctant to put mentally disturbed persons (no matter how violent) into prison because the current trend is to treat them "in the community" where they cannot be supervised and pose a risk to that community.

Until we finally come to face the real truth about our broken mental health system, this will keep happening and we will do nothing about it.
