The budget process is about deciding which govt functions get funded and how much funding they get. Congress has no obligation to fully fund any govt function or (law).

Thats why obama and reid don't want a budget, they want a free reign to spend like drunk sailors in a Thai whorehouse.

The house has offered reasonable workable compromises to keep the govt running and give the country and the govt time to get the healthcare law fixed.

After the ACA was voted on, passed, and found constitutional, select elite corporate cronies and unions negotiated exemptions. The so called crybabies are negotiating on behalf of Americans who want what these corporations, unions, Congress, and the president are getting: an exemption
