Unfortunately I think you fail to understand some key concepts here.

First is that this initiative is not designed to be “a general assistance program” like welfare or Medicaid. As you noted yourself, the funding is only $200 million, which is much too small of a sum of money to make any headway in that sort of arena.

This program is instead designed to help black youth “get on the right path”. Why black youth specifically, you ask? Well in my city - for instance - black people account for roughly 80% of the total homicide rate despite only representing about 30% of the overall population. Similar things are happening in cities all across America, so therefore it’s pretty clear cut that black youth need some special attention and thus this initiative seems pretty logical.

Whether or not this initiative will be effective is up in the air – of course – however I think it’s silly to get upset over it.

White people have the same exact access to Medicaid/welfare/unemployment benefits, etc.
