Congress is dysfunctional but Obama has been using force against IS for years without their formal authorization. That is called action.

The vacuum was created when Bush removed Saddam, a Sunni leader of a majority Shiite country. Only the neo-con ideologues couldn't foresee the obvious rising of influence of Iran in Iraq. Once the Shiites were in power they mistreated the Sunni's so they allowed the IS to move from Syria to Iraq. Sure we could have keep our troops in Iraq but only against the wishes of the gov't we ourselves set up.

ISIS's territorial hold has been significantly reduced. The coalition has killed 20,000 or more ISIS fighters.
