"I believe our democracy is stronger when the president acts with the support of Congress, and I believe that America acts more effectively abroad when we stand together," Obama said on Tuesday. "This is especially true after a decade that put more and more war-making power in the hands of the president, and more and more burdens on the shoulders of our troops, while sidelining the people's representatives from the critical decisions about when we use force."
In 2001, days after the 9/11 terrorist attacks, Congress approved the Authorization for Use of Military Force Against Terrorists, which gave then-President Bush the authorization to strike those who were responsible for the attacks or nations that harbored terrorists like Afghanistan. In October of 2002, Congress passed a resolution authorizing the use of force in Iraq if Saddam Hussein failed to meet various conditions.
However, Obama won his party's nomination for president in 2008 largely because he was able to point to Hillary Clinton's vote as a U.S. Senator to authorize military action in Iraq.
Then-Senator Hillary Clinton (D-NY) voted for that Iraq resolution and refused to apologize for her vote during the 2008 primary, allowing Obama to attract the liberal anti-war voters who were adamantly against the Iraq war...."

a. In the prescient novel, "1984," George Orwell's sort-of hero, Winston Smith, has the job "to overwrite the truth, to replace the history of what happened with a revised version. b. Victor Kravcheko, the first defector, revealed that the Communists did in reality what Smith did in the novel. "Shamelessly, without so much as an explanation, it revised half a century of Russian history. I don't mean simply that it falsified some facts or gave a new interpretation of events. I mean that it deliberately stood history on its head, expunging events and inventing facts. It twisted the recent past--a past still fresh in millions of memories--into new and bizarre shapes, to conform with the version of affairs presented by the blood-purge trials and the accompanying propaganda... "

[Obama's] blatant disavowal of the opinion he expressed as a candidate in 2007, when he said the president does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.

4. "The U.S. Congress has granted President George W. Bush the authorisation he sought to wage war if necessary to disarm Iraq, as the Senate followed the House of Representatives to support him with overwhelming votes.
Handing Bush a major victory, the Democratic-led Senate voted 77-23 for a war powers resolution negotiated between the White House and congressional leaders backing a possible use of force to rid Iraq of suspected weapons of mass destruction and possibly oust Iraqi President Saddam Hussein.
The Republican-led House earlier on Thursday passed it 296-133.
Bush has sought the congressional resolution as the United States presses the U.N. Security Council to adopt a tough new measure demanding that Saddam abandon any programs for biological, chemical or nuclear weapons or face possible military consequences."
