Dude, at my company there are dozens of 30 - 35 year old women (they're all women for some reason, until you get to the 40 - 50 year old guys) making 250 - 300k a year, easy. 174k is jack shit in an area like that. The reason why they're paid that much is because without some kind of salary, what competent person would even want to work in congress when you could just go the corporate route and make hundreds of thousands more per year?
