All Pres.Trump had build the casinos. But if the economy isn't doing great? That there will not be any customers. I believe the reason why Pres.Trump had build that casino during a weak economy? To keep the people's hopes up. That things will get better some day. But if the casino flops. They have a law that if they go bankrupt. That they gets a special tax write-off for several years. And a guy like Pres.Trump. He pays around the average of $30 million dollars a year on taxes. And so, that tax write-off has helped him to regain what he has lost.
