No. It's not. This is a really dumbed down conception of the original phrase. The phrase "We the people" was meant to distinguish the people from the government - to put them over and above the government. "We the people" created government. It serves our needs, and when it doesn't it's our prerogative to correct it, even ignore it if it steps beyond its predetermined limits.
Your use of the phrase as a rallying cry for totalitarian government is a sick inversion of its original intent.
We the People created a more perfect union. Then we proceed to define that Government
Right. "Created" not "is". It seems to be basic grammar that trips you up. You really don't see the difference?
