Stupid nonsense...no large city can control its homeless population.

That’s ridiculous. Offer them access to shelters where they can sleep, shower, eat, and relieve themselves. Those who refuse are likely mental cases, in need of mental help.

Easy to fix. WI simply made it a zoning law that all places open to the public had to have public toilets. Problem solved very inexpensively. Since all places of business already do have toilets, there is no costs to anyone at all.

I'm sure business owners,especially restaurateur's would love having smelly ass homeless people in their place of business.
