I doubt he bought all that fabulous fast food with his own money, damn near every President invites the winner of the college national championship and super bowl to the WH. Get real.
He bought it from the petty cash he keeps lying around for hookers but they forced him to buy burgers this time and left a receipt for a change since it is a reimbursable govt. expense.

Congress is never going to look at security and financial issues like the US public. They have a separate health insurance program, pension, police force, nuclear fallout shelters and tons of other protections. The only thing they fear is loss of influence.
