Perhaps you should read the actual Jatz and Krueger study instead of headlines by journalists. The study was the change from 2005 to 2015 in alternative work arrangements: independent contractors,
“The percentage of workers engaged in alternative work arrangements – defined as temporary help agency workers, on-call workers, contract workers, and independent contractors or freelancers – rose from 10.7 percent in February 2005 to 15.8 percent in late 2015.” The Rise and Nature of Alternative Work Arrangements in the United States, 1995-2015
Not all of those are part time, and the time period was a comparison of two years: 2005 and 2015.
And, “new jobs”, and the jobs cited in the OP are payroll jobs, so a lot of alternative work wouldn’t count.

Not all, just 95% of them. And the time period was not a comparison of two years, it was a period of ten years. Duh! It covered 7 out of 8 years of Obama's presidency. And you ignore the data from the Department Of Labor Statistics, which illustrates that Obama's claim that manufacturing jobs were not coming back was wrong. His record on jobs creation is that the full time jobs were mostly in government and 95% of the private sector jobs were part time or temporary. You can run from that fact but you can't hide from it.
