That's actually quite a good idea. One of the alleged failings of US intelligence before 9/11 was "turf wars" between agencies, leading to vital information being witheld oe lost, something that wouldn't necessarily happen in an over-arching singlle agency. Hasn't America gor something similar in the Department of Homeland Security?
