Rand Paul was certified by the ABO, which is the opthamologist equivalent of the AMA.

The ABO used to certify you once, and that certification was good for life. In 1992, they began requiring re-certification every 10 years, except for anyone certified before 1992. They grandfathered those physicians.

Rand Paul was ABO certified in 1995, which meant he fell under the ABO's new requirements created in 1992. Paul felt it was unfair that older physicians don't have to re-certify and so he started his own certification board. Under the new rules, his ABO certification lapsed in 2005.

He is still state licensed, and he has performed many, many surgeries. He has also done a lot of free surgeries for the indigent.

He has some faults, but not being a safe, licensed, certified, and established physician is not one of them.
