I don't believe the Dems think an impeachment would be successful but they think that they can weaken Trump and keep him off guard enough to beat him in 2020. It's really the only option they have since they can't beat him legitimately. They're also concerned about covering their asses and keeping their OWN crimes from being laid out for the world to see.

Wrong again. Bill Clinton was recommended for indictment on 13 crimes. Mueller himself had to change his statement on advice of his attorneys because he was in error, that he did not charge the president because he could not find enough evidence to charge him with a crime.
