Yes there was a formal end to the war...there was a period of peace, but it seems the NK have felt the need, or maybe they have felt a new strength because of change in circumstanes globally, that they can create new tensions

If you look into that, you will find that it was not, in fact, an end to the war. That Declaration was not a peace treaty. It merely called for a peace treaty to be created and agreed upon.

It was an historic moment, but not actually an end to hostilities between the two countries.
