YES! This navy captain needs to explain himself...big time. I was aboard a carrier in the 90s and those jets would not have gotten withing 25 miles of our ship. Yes they would have been shot down.

I was on a ship in the Indian ocean during the 51 hostage thing. It was not uncommon for other countries jets to fly over top of the ship. Most of the time they would tip their wings as a sign of respect. Like waving.
The most the Navy would have done is sent up their own aircraft to escort the approaching planes on a course around the ship.
The fact that nothing was done about this situation tells me there was no real threat to start with. Shooting them down would have caused an international issue that could have ended with serious consequences.
One must always know when to react and to what level the reaction should be. There was no reason to assume a threat.
