The real issue here is that all the Rat big shots issued dire warnings of Saddam's treachery after Desert Storm....they all were convinced he had chemical and biological weapons (which he did) and that he was working on a nuclear weapon (he was)......the problem is they didn't want to DO anything about it...that's the "progressive" stance in foreign policy....issue haunting warnings and then change the subject when asked why it's being allowed to continue.
Bush DID something about Saddam and forced him to ship his WMD caches out of the country which the russians were only too happy to help him do since most of that shit was russian.......So Saddam replaced his regular border guards with his Republican Guard who waved through Spetsnaz troops driving those trucks.

Using data on attacks and variation in access to international news across Iraqi provinces, we identify an “emboldenment” effect by comparing the rate of insurgent attacks in areas with higher and lower access to information about U.S news after public statements critical of the war.
In Iraqi provinces that were broadly comparable in social and economic terms, attacks increased between 7 percent and 10 percent following what the researchers call "high-mention weeks," like the two just before the November 2006 election.
