A detain order is not a warrant. Parole and probation, federal, state and local LE agencies can have a person detained on such an order for 72 hours, aka a courtesy hold when submitted on a sworn affidavit signed under penalty of perjury as truthful; once that time has passed the hold is moot. For anyone to be detained longer on an affidavit a warrant needs to be issued and in CLETS (the computer system used by CA law enforcement).

I'm surprised given his record, if it is accurate, he was not on probation or parole. If he was he must have absconded, and if he did so a no bail bench warrant would be issued by the court of record. Those warrants never go away.

I know of a case wherein a young man in his late teens was arrested for DUI and placed on misdemeanor probation in a California county. He absconded and a no bail bench warrant was issued.

Twenty years later he was with his wife and children, her mom and day and her dad was his employer, on their way to the Happiest Place on Earth when Orange Co SO stopped him for making an illegal left turn.

He had been clean and sober and arrest free for two decades, and his wife and in laws knew nothing about his prior arrest. Five days later he appeared in a Northern Ca. court and was given 5 days credit for time served and released.

He missed the rides at Disneyland, but got a nice ride on the Con Bus, stopping at each county jail which had a prisoner to deliver, or one to pick up.
