That alone proves nothing about it being "profitable". What if the costs are 181.9 billion?
All costs are expressed as wages. One man's cost is another man's paycheck. It's a net gain for those who work in the prison system, a net loss for those whose taxes pay the costs. The whole prison system generates $182 billion in revenues expressed as paychecks. Incarceration of offenders is a service that the public buys, at great profit to the producers of that service.
