The use of cluster munitions in civilian areas of Beirut is a very clear example of this lack of regard.

I'm not comparing the IDF to Hebollah, because the IDF is a legitimate national army, whereas Hezbollah has no legal reason to exercise force in any form, but at the same time the IDF has too many times acted carelessly and beyond the reach of law.

I know IDF soldiers who have witnessed young Lebanese men being tied by their feet to the back of jeeps and driven around town until there was nothing left. That is not 'excessive force', it is terror conducted by an army.

But then why is it that you simply can not use the word 'terror' when Israel uses cluster bombs against civilian targets, practices torture and summary execution of prisoners?

the only significant use of cluster bombs that I know of---
involved the 2006 Hezbollah initiated war in which
the major, unprovoked offensive by hezbollah was
the launching of TENS OF THOUSANDS of nail bombs
on the residential city of Haifa from missile launchers
mounted on the flat beds of MOBILE TRUCKS. The
return fire included cluster bombs to thwart the movement
of those MOBILE MISSILE LAUNCHERS----an excellent use
thereof. Return fire is always legal. That which is not
legal is firing FROM the cribs of babies and the playgrounds
of toddlers
