Should we put nukes in South Korea?

Nuclear missiles are very different than nuclear bombers.
Missiles are so much faster, they are much harder to stop, and they can't be recalled if launch was a mistake even.
So it is unethical to the point of criminal, to put nuclear missiles up close.
