NEW PROPERTY TAXES?!: A new property tax proposed by RI Gov. Gina Raimondo (D) will affect people who own second homes above a certain income level. This will affect Taylor Swift–and Rhode Island residents as well.

The headline for a new statewide property tax proposed by Rhode Island’s Democratic Gov. Gina Raimondo is that pop star Taylor Swift will be among the hardest hit.

A few years ago, Swift purchased a $17 million mansion on the Ocean State’s coast, which means the governor is looking to cull around $43,000 from the starlet’s fortune.

In its first year, the tax is projected to collect $11.8 million from the accounts of the 2,359 households who own second properties worth over $1 million. As Raimondo put it during her recent budget address, the tax “asks those among us who are most able, to pay a little more.” As if to emphasize the point, the tax is not technically imposed as a tax on property, but on the privilege of owning it, which makes the tax even more radical than it appears on its face.

To begin with, the premise may or may not be accurate. An early controversy for the tax has centered around whether it would apply to small apartment buildings whose owners live elsewhere. The governor has stated that such was not her intent, and it is likely that a final version of the legislation, if it passes, will be clearer.

Whether or not the “Taylor Swift Tax” turns out to include a “Mr. Roper Tax,” it will certainly snag some families who’ve inherited summer homes that they are already struggling to maintain. Ownership of expensive property isn’t necessarily an indication of high income or large cash reserves. The “privilege” of owning it could have come with generations of saving, mixed with the increasing value of coastal real estate, rather than from hit songs about teenage infatuation.

The whole concept of property ownership is outdated.

NOBODY owns their home.

If you "own" a home it only means you are renting it from the city, state, county, borough and whatever else "taxing" districts apply. You only get to use the property so long as you pay the rent.

Stop paying and you'll see how quickly the illusion of ownership vanishes.

Right, they are houses, but we can call them trees. Almost everybody has their own tree, and has to pay taxes on that tree....... but she has a second tree worth over $1,000,000.00 that she has to pay additional taxes on, and there are two thousand three hundred and fifty eight other people who have a second tree and those trees are also worth over $1,000,000.00 each and those people have to pay additional taxes on them too. Taylor Swift is only one of thousands who will have to pay the extra taxes, so why is she so important in this anyway? How much cider can you squeeze out of a MILLION dollar tree?
 
Rhode Island is notorious for hilarious unintended consequences.

In the 1970's a contractor bought a big piece of land that had been a farm - no nearby neighbors. He built a big house with a turntable in the basement for his airplane and put in a 3,000 foot grass runway - golf-course quality.

A couple of years later he came under attack by an individual who had bought an adjacent property. He was forced to stop using the airstrip.

No problem. He subdivided the whole thing under Rhode Island's "anti-snob zoning" laws. Tiny lots. Built 3 and 4 bedroom houses of minimum size on smallest allowable lots. Sold cheap, discounting according to number of children in each household. More kids? More discount! He lost money on some; made money on others and walked away with enough to recover his original cost and buy a former farm one state away. The town found itself building two new schools, expanding the state-mandated sewage treatment plant and dealing with water supply issues.

From this the state learned, right?

Maybe not.

More current: A relative by marriage of a family member of mine recently inherited a coastal property in a part of Rhode Island that is still largely farmland. The deceased former owners had built what amounted to a two-car garage type structure on an oceanside plot and turned it into a small cottage into which they moved for retirement, selling off their old farmhouse and just one acre with it. They kept the remaining acreage. Lots of acreage that they rented out to an active farmer. Important: They did NOT subdivide the property further, just put the cottage on a small portion of it. It's assessed as a unit. Tax valuation approaching $2,000,000. The farmer who had been renting retired last fall. The inheritors can barely cover the taxes as they stand. Since it's not practical for them to move into the cottage until they retire then it's a "second home".

This is not a part of Rhode Island that is of any appeal to the super-rich. The likely disposition will be a first step of dividing the property to keep the cottage with about one acre of land and right-of-way from the closest road. Second step, sell off the rest of the parcel to a developer who is salivating to build an upscale subdivision but not so upscale that the new residents will be sending their kids to private schools.

Because none of the new properties will come anywhere close to triggering the new proposed tax the state will gain not one penny. The town will gain some tax revenue but will also have to build and staff at least one new school.

"Pay to Play" must be a euphemism for "loot those who have the most to loot." Watch property values in RI drop like a stone as rich people wise up and buy property somewhere else.
