There have to be rules or order in a debating legislative body. Of course from time to time someone will go over their limit for speaking by a minute or three. An offense, but understandable due to the heat of the moment. This lasted for an hour.

Yelling might be tolerated on occasion. Using a megaphone well outside the rules. In combination, some type of action seems very reasonable. It seems the argument is over what that is. I leave it up to the body itself.

Just found out that the reps that got expelled, can rerun for their seats. I predict landslide victories for all three. The governor has to call for a special election within 90 days. The county commissioners of their districts, will appoint interim reps.
