Posting those photos clearly violated Twitter’s terms or service.

That's reasonable. But I would be inclined to believe that most of those pictures posted on Twitter and Facebook had the naughty parts blurred or blocked out by the poster, which is something most reasonable people would also do.

I've seen those pictures everywhere for the last 6 years, and have yet to see one that wasn't censored in some way. Not that I'd really care to.
