You need to take a couple things into consideration:

1) The only thing that will cause the amount of water in the Earth's atmosphere to change is a change in temperature. That's obviously not true of CO2.

2) Water has an effective residence time in the atmosphere of a few days at most. CO2 has an effective residence time of 5 years and an effective lifespan of decades. Thus the warming potential of a given amount of CO2 is greater than that of the same amount of water vapor.

Reason:
The atmosphere is a steady state system. It is absolutely irrelevant how long a molecule is there, the only significance is how many molecules of a certain substance are there at any given time.
This is a self regulating process that works now for a few billion years, and we do not have understood all influencing parameters. It leveled out the asteroid catastrophy 65 million years ago, and whilst this may have taken quite some time it still is a pretty astonishing fact.

I don't know where this lifespan story is originated, but it's, sorry, bullshit.
 
No it doesn't. Exhaled air has a relative humidity of damn near 100%. Co2 and water vapour have similar absorbtion bands.

And actually, what are relative 100 % at fucking 37 °C? Relative humidity is absolutely irrelevant, what counts is the number of H2O molecules in the respective air quantity and this is expressed as ABSOLUTE humidity.

Besides that, if exhaled air would be damn near 100% everybody in a room below say 35°C would stand in a cloud.
You know, dew point and stuff.




Actually total Co2 provides about 40% of the radiative forcing that total water vapour does.
