They are wasting time with speeches, yielding themselves "such time as I may consume".
No telling when the actual votes will begin. First, both sides will parade a string of speakers to repeat what they and their party members have said already, using slight variations in wording. During the initial hour or so, the chamber will be relatively empty, save the actual speakers and the acting Speaker of the House. The speeches will cover whatever topic the speakers want to get into the Congressional Record.
Eventually, they will get into actually voting. The votes will first be by voice, then some prick will demand a recorded vote and that will have allocated to it a time limit of either 5 or 15 minutes, either of which will be exceeded until all the wandering politicians have pushed their vote buttons.
Watch these sloths long enough and you will never again wonder why things take so long to accomplish in Washington.
