To be fair, because Boehner is the one who can call a vote, the moderates don't even have a chance to resolve this.

And this is the problem. Because of the Hastert rule, Boehner can keep the vote from happening. Because he knows once he has to fold, his own troops are goign to oust him as Speaker.

Which really wouldn't be a bad thing.
