Trump recommended people avoid going out to eat and drink, avoid groups larger than 10, school from home, etc...

He recommended it because as president, he had no authority to pass laws to effect it. So the states did. Starting the very next day. Climbing restaurants, bars & schools. Just as Trump recommended.
