There is control. And it's quite effective.
Squad Leader (komandir otdeleniya) is a Sergeant, and BTR Squad is nine soldiers.
Tank crew commander (komandir tanka) is a Sergeant, too, so he has only two soldiers under his command.
Platoon Leader is a Leiutenant and tank platoon is three tanks. (BTR Platoon is three BTRs)
Starting from the level of company commanders have Political Deputies (Zampolits) who are officers and can command, but who's main concern are discipline and morale.

It depends on a LOT of factors.

I'd say this Fall but war economies work just fine until they collapse from cascade failure. The Russian economy can be just like a zombie...fully dead and gone but seeming to function fine.

Currently it's up to human error and greed as to how quick they fall...which can make the whole thing topple over like a house of cards.
