Actually it's a bit of both. It's a religion defined through the mother's bloodlines for the most part, conversion is rare and there is no proselytizing. Even though there are Ethiopian Jews (which is a fascinating look at the extent of the diaspora) - they are not well accepted as "Jews" in Israel, there is controversy.
