Messing with the schedule: Major announcements by presidents typically happen around Noon. (Obama regularly scheduled announcements right as Rush Limbaugh came on the air, but I digress.) Midday allows TV media time to get interviews done and set the narrative for the evening news.
By scheduling his Supreme Court announcement at 8pm ET, Trump is skipping the evening news and garnering live coverage, which means he gets the first word as well as coverage of everything said, rather than being reduced to a soundbite.
The timing itself is brilliant leverage of an antagonistic elite news media. They have to cover it live. But then, they'll have to limit their "narrative" and "context" in order to get their Primetime shows rolling. Genius. Absolute genius.
