True enough, but it doesn't prevent a doctor from getting a match for his patient, notifying a Saudi Prince that an organ has come up that matched pretty close to what he needed and transplanting it into the prince, who then flies back to SA and the doctor walks off a rich man. That actually happened.

The OPO's registration lists are anonymous to each other unless they have an agreement in place where they share lists. All UNOS has is the patient's identification and medical information needed for the match. Sometimes they have a real name, sometimes not, as in the case of Dick Cheney. They also don't care if someone's name shows up in multiple OPO's, as was the case with Steve Jobs. They do, however, try to match the donor organ with the recipient for purposes of research and for insurance companies who want to know why one hospital charges $100,000 more than another for the same procedures. That's when it becomes important to identify the patients as closely as possible. You'd be surprised at how many false identifications there are in the lists and who hard it is to actually identify people. Names change, some people don't have Social Security numbers (babies getting organs right after birth, for example), and sometimes names and SS numbers don't match up. I mean an illegal alien can get registered with a fake ID.

The match is completely identity agnostic, as it automatically creates the list every time donor organs become available and matches completely on medical information only. The list is generated and notifications are sent out to the doctors of the patient with the best match. It's up to the doctor at that point to decide if he's going to give the organ to the recipient that has the best match and subsequently the best chance at survival or if he's going to punish the patient for ideological reasons and pass it up for someone who doesn't match quite as well. That would be considered malpractice, though.
