Border bill grants Secretary of Homeland Security “Emergency Authorization” if number of migrants crossing exceeds 5K average per day over seven days. There are around a dozen exceptions so it would likely never take effect.

If it ever did, It authorizes him to turn away illegal migrants, which existing law already gives him the power and the duty to do, it does not require him to turn away anyone.

The asylum law applies to people who report to legal ports of entry. Biden Tried to get them to do that by giving them an app for their phones (those poor downtrodden people). The app was a disaster like so much else that Democrats try to do.

Asylum does not apply to people who run across the border, hoping to be getaways, but get caught and say “oh yeah I’m here for asylum.” Doesn’t work that way, or at least it is not supposed to. Not under the law. If it happens that way, the law is being violated.
