The amount cited is ridiculous and I think it's likely he knows he won't get that number, so it's a lowball starting offer to see if they can get a better number than they now have out of the municipality.

Trump is trying to appraise his club at a much lower value than it is worth in order to pay lower property taxes. Other taxpayers would have to make up the difference.
