AP (March 4th): "In an Oval Office meeting last week, Trump told advisers that Russia's recent violation of a Cold War-era arms control treaty was among the complicating factors. In February, the Trump administration accused Russia of violating the 1987 Intermediate-Range Nuclear Forces Treaty by deploying a cruise missile."

He's pretending to be upset. From here on everything Trump does and says is pretending. He has no intention of helping the United States at all. And everything Putin has ever done or said has always been pretentious, to put it mildly.
 
Russia has violated that treaty multiple times before, since the bush administration in 2007. While they have been using cruise missiles for years legally in the chechen war and against IS they are now "deploying" nuclear tipped cruise missiles capable of hitting any major city in europe. The treaty in question however has not kept the US military from using NATO to place nuclear weapons just outside of Russia. So it is questionable as to why Russia would comply with the treaty at all anymore, especially considering the USA currently spends 10x as much as Russia on it's military, with no signs of demilitarizing anytime soon.

In fact Trump has already proposed an increase in military spending, almost equivalent to the entire military budget of Russia

I know ill regret asking but.... who are "the democrats" in this paranoid fantasy scenario of yours? Is it the Chechans?
