They cut employees to stay under the number.

Some companies have cut hours, but the fact is that they didn't offer health insurance to begin with. This has caused some people to have to find a second job, but overall the numbers are pretty small. On the flip side, since they weren't getting health insurance anyway, now they can even if they have to work two part-time jobs. You have to understand most of these positions were not full-time positions to begin with. Companies did not cut 40 hour per week employees down to 29 hours. They cut 32 or 35 hour per week employees down to 29 or 30 hours. I have no problem with new legislation that would change the 30 hour week to 35. I think 40 is pushing it though. That would really allow companies to fuck with people by only giving them 39 hours which would be much worse than what they are doing now. In fact, that might actually create an incentive for companies to drop their full-time employees to 39 hours so they could stop paying for the insurance.

At the other end of the spectrum, Lincoln, Neb., and Ames, Iowa, had the lowest unemployment rates in May at 2.2% and 2.3%, respectively.

Many of California's agricultural areas have always had higher than normal unemployment. With the water shortage, it's even worse now. Yuma is also an agricultural area.
