We have FIVE (5) "systems" in ONE (1) country:

1. VA
2. Medicare
3. Medicaid
4. Group/Individual
5. Indigent

The Medicare/Medicare Supplement system is set up and ready to go. A coordinated blend of public and private payment systems that would take a massive monkey off the back of American business, streamline payments, maintain free market innovation, competition and efficiencies, buoy reimbursement to providers (that would have to be improved, but it can be done), reduce costs by improving preventive/diagnostic care, create a whole new preventive/diagnostic clinic industry, and pretty much simplify everything.

It's fucking ridiculous that we have to deal with five "systems", and that ANY American should have to go through this, let alone a vet.

Both parties fail us, yet again.

The agreement would allow veterans facing long waits at VA facilities to seek care from private doctors, expand the VA secretary's authority to fire or demote staff for poor performance, establish 26 new VA health facilities in 18 states, including California, and provide $500 million for the hiring of new VA doctors and nurses.
Until it's cancelled in the next round of budget cuts, or "Sequestration II".

Example:

An audit team sent to the Malcom Randall VA Medical Center in Gainesville, Florida, discovered a list of patients needing follow-up appointments that was kept on paper instead of in the VA's electronic computer system.

As a result, the VA's Office of Inspector General has opened an investigation and three members of the Gainesville VA's supervisory staff have been placed on paid leave, pending the outcome of an investigation, VA Sunshine Healthcare Network (VISN 8) spokeswoman Mary Kay Hollingsworth said Monday.

Another problem with the VA is that VA doctors do not see patients at the same pace private doctors do. Their caseloads are much smaller and slower. Probably because they are on government pay and don't have to worry about being efficient.

The profit motive does have its advanatages, and not just for those receiving the profits. Private sector doctors serve far more patients, per doctor, than VA docs.

Yes.

I guess it matters how you are going to define the 'taxpayers' but I see taxpayers as essentially all Americans. Import fees are passed onto the consumer and paid by Americans. Fees are just another word for taxes and the sale of products or services are essentially the sales of products owned by the taxpayers.

Essentially, all government income is derived from the people because (at least in theory) the people 'own' and operate the government. The government is basically an extension of the people itself.

That is all rather irrelevant anyway. How are you to fund the VA with government but not from the taxpayers? Give it up because I am rather curious to hear what your idea is. Any solution I can think of is either untenable (loot the nations that we are fighting in) or tossing it off to the side (charge the vets themselves).
