Oregon does not prosecute property crimes. The percentages that were cited earlier are misleading, because those are only among the cases that are actually referred to the DA.
80-90% of thefts are never referred for prosecution, the cops take a report and file it and that's the end of it. The ones that get prosecuted are the organized theft rings that hit the big retail stores up and down the I-5 corridor. If they can raid a couple stash houses and grab 3 or 4 perps, they will prosecute that crime because the DA can grab some headlines with it.
The Walmart stores in Delta Park and SE 82nd were both in high theft areas of town. Lots of businesses have quit PDX in the last 2-3 years. (myself included after 16 years).
