You do know why, right? The adoption ban was instituted by Putin in reaction to our sanctions on some human rights violators. So by arguing to get rid of the ban, she is arguing to lift the sanctions that led to the ban. She wants Russian kids to be free to be adopted in the US. That means lifting those sanctions.
