Possibly the ruling was based upon intent. Not when its author made perfectly clear in twitter rants and speeches exactly what is the intent of the EO.The EO doesn't need to specifically state anything about religion when the evidence is out there in the form of campaign speeches, sound bites and twitter rants. Trump just can't keep his mouth shut, and he doesn't understand how our system works. He called for a temporary halt.

Not a ban.
Nothing about religion, but you knew that, right?
Or do you only read the talking points you get emailed daily? The EO doesn't need to specifically state anything about religion
In order to 'ban' only Muslims, yes, it does
Judges can take all of that into account when making a decision, and clearly they have been paying attention to Trumps own words on the matterNot when its author made perfectly clear in twitter rants and speeches exactly what is the intent of the EO.
Are you saying the judge is ruling on what Trump said, and not on the contents of the EO?
Nobody can say Trump's intent was to keep Muslims out of the country when most of the worlds Muslims are still allowed in.
