What is an "assault rifle"?

The normal citizen can not get an assault rifle. There are long lists of things normal citizens can not own.
You can own an assault rifle, mini gun, machine gun,etc. if you pass a very stringent background check, pay a large tax and end up on a register.
No citizen can own an operational artillery cannon, a fully working tank, a WMD or hundreds of other items.

Assault rifle is a term used by the anti-gun to denote something that scares them in the hopes of using scare tactics to gain their end of no guns owned by any law abiding person. In my opinion they only want criminals to own and care guns.

One must-have feature of an assault rifle is select-fire.

That means you flip the switch to go from semi-auto (one trigger pull = 1 round fired) to full-auto (one trigger pull = repeated fire until trigger is released or magazine is emptied) OR it could have burst-fire (one pull of the trigger fires 3 rounds, for example.)

Absent expense, specific licensing, and red tape, no civilian can purchase an assault rifle (aka banned).

Yeah, you're mistaken, methinks you're confusing "assault style" rifles (like for example the AR-15) with actual assault rifles (like for example the M-16). The assault rifles have selectable firing modes (including full automatic) while the assault style rifles do not, other than that, not much difference.
