How can a news organization publish a story like this and not include the time period when the alleged spying took place?

They probably are not entirely sure because those ease droppers don't want you to know that they were monitoring anyone at all, and they definently don't want you to know when they did the spying. If those leaders found out then we could loose some of our allies due to a lack of trust, and gain more enemies, and that could be disastrous for the United States.
