The LAW and the courts are correct. Children should NOT BE HELD in general population legal detention centers. This was the intent of law going back to the mid-90s. It's a HORRID environment for children. EVEN the ones without "parents" that show up in the 10s of thousands. They are kicked over to HHS and OUT of the ICE system after a period of time as the COURTS have ruled multiple times now.
