The WSJ put out some information:

Looks like the data was collected in 2010, so things may have changed by then.
Look at the 10 ten on the list. With the exception of Andorra, those are all former East-Bloc nations (or parts of former east Block-Nations). Germany is smack in the middle of the red list, while the USA is at the bottom.
The gold list is supposedly of nations that drink in moderation, but I have been to Japan and I have seen how much Sake the Japanese consume daily - I hardly call that moderation.
And of course, the Teetotal states are pretty much by and far muslim nations.
Now, how the WHO comes up with this data, I have no idea, but it's interesting to note.
