Doing so would reduce American nuclear assets by upward of 98 percent. It would also give adversaries of the United States added incentive to try challenging American nuclear primacy

The US is already pledged to come to the aid of any NATO country that is threatened. That is what NATO is. Either Obama doesnt know that, or he's talking out of his ass. In which case Putin is laughing hysterically, pocketing his victory in Crimea and preparing to advance on Eastern Ukraine.

How can any nation have more influence, than "militarily"?

The only reason not everyone uses that method, is because it has too many bad side effects, like wholesale death and destruction. But that's about as influential as it's possible to get. WWII was not ended by negotiation, remember?

You must mean the bipartisan and required sequester cuts to the budget? I'd hardly say we're crippled at all, without all those troops in Iraq we could have boots on the ground in no time.
