Who circumvented the Secretary of Defense Lloyd Austin to make the decision on the 9/11 terrorists?

He wisely reversed this decision. These terrorists not only murdered 3000 but many more billions spent and 1000s dead in the M.E to deal with the threat.

More importantly though why wasn't he aware of this?

I hope this wasn't a case of them realizing this would be bad politically due to the election and they said "oh shyte, we need to reverse this quickly!"

Regardless, it's important that if they were the mastermind behind 9/11 that they stay behind bars at best.
